Since 2004 Atlas Surveying, Inc. has completed a vast number of surveys over the South East in almost every area of the Carolinas and Georgia and for almost every type of client including engineers, architects, builders, contractors, utilities, realtors, lenders and property owners as well as government agencies. At Atlas Surveying, Inc. we use an information retrieval database together with Google Earth to keep track of our projects by location so that we can quickly and easily determine where we have already established horizontal and vertical control. We place a push pin on Google Earth for every project we complete with the project name, project number (which indicates year), and various project contact information. That information is also tied to our data retrieval software which allows quick access to more detailed customer and project specifics as well as reference plans, field books and deed research information.
The project features 118 units with a mix of studio, 2- and 3-bedroom condos. Amenities include food/beverage service, pool/hot tub, walking paths, fire pit, football field, outdoor tailgating areas, a signature restaurant and fitness facilities. The condo hotel will offer modified hotel services so owners can enjoy time at their residence. Additionally, owners will have the option of generating income with the short-term rental program.
Atlas Surveying, Inc. worked under contract to RL Grading for the layout of all site work, storm drainage, water system and wastewater system components as well as the preparation of as-built plans for the above. Atlas Surveying, Inc. was also under contract with Sherman Construction for layout of the lodge building and various amenities.
The BJWSA completed the Lady’s Island Sewer Diversion CIP-1767. The Project was bid in two Divisions which consisted of the following major elements.
Division I – 16-inch Forcemain
Hazen & Sawyer Engineering hired Atlas Surveying, Inc. to complete the associated electrical, instrumentation, HVAC, sitework, piping and demolition for this project. Atlas Surveying, Inc.’s work included boundary and topographic surveys, preparation of easement plats, staking of the easements, and the preparation of as-built drawings once construction was complete.
Hathaway Construction and Cleland Site Prep hired Atlas Surveying, Inc. to complete construction staking for and final as-built surveys of this 18-acre apartment complex off Highway 78 (University Blvd.) in North Charleston. The project featured 270 apartment units contained in 11 buildings, a clubhouse, garages, and all associated surface parking and drives. Atlas Surveying, Inc. was responsible for staking clearing limits, drainage structures, water and sewer systems including a lift station, and pavement layout for over 20,000 SY of asphalt paving.
The Savannah District of the U.S. Army Corps of Engineers has contracted another major environmental mitigation project for the Savannah
Harbor Expansion Project (SHEP). This one is for a raw water storage impoundment. Thalle Construction Co. of Hillsborough, N.C., was chosen for this project and picked Atlas Surveying, Inc. for the surveying component of their team. Atlas Surveying, Inc. has begun the surveying work necessary to start the construction on the 17-acre, $40.2 million impoundment along Abercorn Creek in Effingham County, GA.
The impoundment, a small reservoir, provides an additional resource of fresh water that may be needed when the Savannah River experiences drought conditions at extremely high tides in hot weather. Use of the impoundment during these rare occurrences ensures water quality remains unchanged.
Atlas Surveying, Inc. was retained by CDM Constructors, Inc and the US Army Corps of Engineers as the Project Surveyor for construction staking, bathymetric and borrow pit surveys and the preparation of as-built plans. The project included two separate installation locations on the Savannah River. The upriver location was in Effingham County adjacent to the Georgia Power station and the downriver location was in Chatham County on Hutchinson Island across the river from the Union Camp Paper Mill. Both locations included laying out clearing limits, limits of disturbance and roadway alignments for a mile long access road, layout of the injection facility site and as-built plans of all improvements. Both locations included conducting bathymetric surveys for the intake and discharge structures. The downriver location included the layout of the discharge pipe alignment across Hutchinson Island and a large borrow pit survey. The purpose of the project is to assure that oxygen levels in the Savannah River are not decreased as a result of the harbor deepening.
The 1912 Georgia power plant located on the west end of River Street in the National Historic Landmark District is being revitalized into an ultra- chic hotel delivering an electrifying Hostess City experience. The Hotel will include 422 luxury guest rooms and suites, over 26,000 square feet up scale meeting and event space, more than 11 top of the line high end food and beverage offerings, live music and entertainment venues, Martin Luther King Jr. Memorial Park, a rooftop bar overlooking the Savannah River, curated wine tasting and interactive blending experience and a Grand Bohemian Gallery and diverse retail outlets. Hunt Construction chose Atlas Surveying, Inc. to kick off the construction by establishing benchmarks and survey control for the new development. Atlas Surveying, Inc. will be responsible for all construction layout, quality control, and as-built surveys for the duration of the project.
The Port of Savannah’s International Multi-Modal Connector (IIMC) at the Garden City Terminal is underway for a $128 million rail expansion. Astra Group, Inc. is contracted for the $35 million civil infrastructure portion. The project will consist of proving soil improvements, earthwork, drainage and erosion control within and adjacent to the James D. Mason Intermodal Container Transfer Facility (ICTF), the realignment of a portion of Pipemakers Canal, installation of two structures across the realigned canal to accommodate future rail tracks, and the installation of a bridge across the canal for maintenance.
Atlas Surveying, Inc. was hired by Astra to do the surveying for this project. Atlas Surveying, Inc.’s work included verifying and setting control, staking silt fence, construction baselines, utilities, finished grade, inclusion limits and piles for the project and preparing as-built drawings once construction is complete.
The Oaks at Dupont, LLC hired Atlas Surveying, Inc. to complete a Boundary, Tree, Topographic, and ALTA Survey of their property located at the corner of Dupont Road and Dulsey Road in West Ashley. This site being located very close to the commercial areas on both Sam Rittenburg Blvd and Savannah Highway was prime for redevelopment. The site contained several structures serviced by many utilities and it contained a detention pond within a drainage easement that is an example of the complexity of research required to convey a property.
The South Carolina Ports Authority is constructing the new Hugh K. Leatherman, Sr. Terminal on the Cooper River, in North Charleston, SC. The agency has worked diligently to avoid, minimize and mitigate impacts associated with the construction of this terminal through the permitting process. A major element of the mitigation process is the creation of over 22 acres of new intertidal wetland habitat on a former dredged material containment area (DMCA) located on the southern end of Drum Island in Charleston Harbor. This collaborative project included ecological planning, environmental research/permitting, soil & contaminant testing and coastal & marine engineering to plan and design a sustainable habitat that would withstand the weather and tidal conditions prevailing at the site. The project's engineering challenges stem from Drum Island's central location in Charleston Harbor. With an over 7 km fetch, the site is exposed to severe wind and wave action in addition to strong tidal currents. Engineering studies were performed to develop a combination of natural and traditional shore protection measures are being employed to protect this new state resource. The completed restoration site will be inclusive of low lying spartina marsh, high marsh, vegetated upland areas and meandering tidal creeks.
The South Carolina Port Authority hired Atlas Surveying, Inc. to complete a partial topographic and bathymetric survey on the eastern end of Drum Island to a target depth of minus five feet NAVD88. The survey included locating mean high & low water lines, eroded scarp lines along the shoreline, existing perimeter of dikes and berms, and the location of existing reference benchmarks. The survey will be tied to existing information to support the future plans for the construction of this valuable habitat.
Batesville Road was a two-lane earthen-shoulder roadway facility which had seen an increase in traffic due to the development of adjacent residential communities and a nearby elementary school. In order to accommodate the increase in traffic volume and population, The SCDOT hired Vaughn & Melton to design a center turning lane, bike lanes and sidewalks for this 2-mile stretch which will cost approximately $12 million. Anderson Ridge Road will be reoriented to meet Batesville Road at a safer 90-degree angle, and traffic signals will be added there, at Roper Mountain Road, and at Pelham Falls Drive. The widening will also reroute Batesville Road around Ebenezer United Methodist Church with a new bridge over Rocky Creek.
Atlas Surveying, Inc. was hired by Eagle Construction Company to do the surveying for this project. Atlas Surveying, Inc.'s work include: staking clearing limits and silt fence; roadway horizontal & vertical control, bridge layout; slope staking; staking storm drainage retaining walls & sub-grade; staking aggregate base, curbing & asphalt; layout for paint & thermoplastic striping; staking of sidewalks, guardrail slope protection; layout for concrete medians; the staking of right-of-way for moving Items or reset fencing; setting right-of-way monuments; and the preparation of the final Right-of-Way Plat.
Atlas Surveying, Inc. was retained by Thalle Construction of Hillsborough NC to assist with portions of the survey for the relocation of NC Route 119. Atlas Surveying, Inc.’s work on the project included: setting primary control for the seven mile roadway widening and relocation project; preparation of a machine control files; staking clearing limits, slope limits, and right-of-way along mainline and the realignments of Third Street, Old NC 119 and Mebane Rodgers/Stage Coach Road; setting control and benchmarks for the bridge replacements over I40/I85 and the Norfolk Southern Railroad; and the preparation of storm drain outfall surveys.

Located just of Argent Blvd in Hardeeville, residents enjoy direct access to US 278 with premier shopping, entertainment and dining at their fingertips.The apartment complex includes a dozen three-story, 20-unit buildings, leasing office/club house/fitness center, mail kiosk, grilling pavilion, salt water pool, dog run with wash station, laundry facility, car wash and garages. Site design was provided by Hagen Engineering and architectural design by Bradley & Ball, both from Greensboro, NC.
Atlas Surveying, Inc. was hired by Cleland Site Prep, Ardmore New River, LLC and Whitewood Construction to provide construction staking of the parking lots; water, sewer and storm water systems; as well as hub and tack layout of the building foundations for the Ardmore New River Apartments. Atlas Surveying, Inc. also provided utility as-built plans and a final as-built survey of all the surface improvements on the entire site once work was complete.
Construction is complete on this sprawling 28.5-acre luxury apartment community called Lullwater in Richmond Hill, Georgia. The property is located across from exclusive Ford Plantation and it has direct access to the planned city park. Eagle Excavating Atlantic hired Atlas Surveying, Inc. to set geodetic positioning system points and bench marks, curb and gutter staking and to prepare as-built plans for the storm water, sewer and water systems. CentreMarc Construction Company also hired Atlas Surveying, Inc. for the same project to stake the building pads for more than 20 buildings as shown on plans by Thomas & Hutton.
Lullwater is an elite gated community of 280 one-, two- and three-bedroom apartments with lavish amenities that will provide residents with a private club-like experience. Amenities will include an attractive clubhouse with saltwater pool, 24-hour fitness center, cyber cafe, business center, a fenced dog park and car care center.
Armada Hoffler Properties teamed up with Spandrel Development Partners to build a five-story, 114-unit structure at 530 Meeting St. The 200,000 square-foot apartment project will have 6,000 square feet of amenity space. The project hopes to house the underserved student population on the Charleston peninsula.
Atlas Surveying, Inc. was hired by Armada Hoffler Properties to do a site, building and pile survey. The scope of this work included staking piles and providing a pile as-built drawing. Staking out the limits of construction for the site and establishing control. Staking building corners, setting the building benchmark, setting control lines for each floor of the building and providing exterior wall points. The new Apartment building is expected to provide 361 beds and is tentatively scheduled to be ready by the Fall of 2019.
The Beaufort Jasper Water & Sewer Authority (BJWSA) recently installed solar arrays at two facilities. The arrays, part of a power purchase agreement with South Carolina Electric & Gas, are housed at the Port Royal Island and St. Helena Island water reclamation facilities. The project involved years of research as director of technical maintenance Al Legare explored opportunities for a solar venture, BJWSA said in a news release.
“It is very rewarding to see these projects come to fruition after many years of investigating solar opportunities,” Legare said in the release. “These projects demonstrate our commitment to the environment and our customers to run the authority as efficiently as possible.” BJWSA said the program is producing electricity and will pay for itself in less than 10 years. Dashboards for each site are live, showing real-time production.

Atlas Surveying, Inc.’s work included boundary and topographic surveys for the project’s design, staking the solar panel arrays, and the preparation of as-built drawings and elevation certificates once construction was complete.
Beaufort County received a Community Development Block Grant (CDBG) in the amount of $1 million from the South Carolina Department of Commerce. In a letter from Governor Nikki Haley to Beaufort County Council Chairman Paul Sommerville, Haley congratulated Beaufort County for the monetary award to help to extend sewer service in the Bonaire Estates subdivision off Parris Island Gateway. The project scope of work included sewer service to about 175 households along Bonaire Circle and interior streets of Joppa Road, Winsor Road,
and Falls Road.

In 2016 Lowcountry Engineering Consultants, LLC hired Atlas Surveying, Inc. to update the surveying for this project. Atlas Surveying, Inc. was the Project Surveyor for surveys and construction staking of the relocation of Robert B. Miller Road, Bill Bland Boulevard and the extension of Runway 28 under contract to Quality Enterprises. Two proposed runway improvements required relocating Robert B. Miller Road outside the security perimeter, relocation of the storm drainage system, relocation of the security fencing, relocation of Bill Bland Boulevard which was inside the security perimeter and finally the work on the runway. Atlas Surveying, Inc. was responsible to obtain topographic surveys prior to the work, stakeout of all construction items, topographic survey when the work was complete, computation of all earthwork quantities and as-built plans.
Atlas Surveying, Inc. was retained by the Town of Hilton Head Island for a five year indefinite surveying services contract. The assignments under this contract have included existing conditions surveys at the Cordillo tennis courts and community building; for proposed drainage improvements on Old Fort Drive; proposed roadway and drainage improvements on Firethorn Lane; drainage improvements on Field Sparrow Road and Pineland Road; Easement and Plats for Temporary Fire Station #2; and drainage improvements to the Gumtree Road drainage outfall.
Atlas Surveying, Inc. has been involved with the construction of numerous roadway and roundabout projects on Hilton Head Island over the past decade providing survey control, tree and topographic survey, construction staking, and certified as-built plan preparation. Projects of note include the Squire Pope Road and Gum Tree Road intersection roundabout construction in the north end in 2008.
Also in 2008 we were part of the project team for the Lagoon Road at Avocet Street intersection, the Coggins Point Road project, Burkes Beach Road, and Turtle Lane roadway in Sea Pines in 2010. In 2011 we provided survey services for the Matthews Drive and Beach City Road intersection roundabout project as well as the Arrow Road and Dunnigan’s Alley intersection roundabout project.
Atlas Surveying, Inc. was contracted by Cleland Site Prep to obtain low altitude aerial photogrammetry of a 72-acre gravel pit site and to develop a three dimensional digital terrain model of the properties existing condition in order to monitor large scale earthwork operations on the property at Crystal Lakes on Wire Road in St. George. This innovative approach to gathering topographic data enables Atlas Surveying, Inc. to do large scale projects in a short time period and to update them easily. In addition the high quality images bring a complete, clear picture to interested parties.
Head Inc. chose Atlas Surveying, Inc. for survey services at a major project at the Marine Corps Air Station in Beaufort, SC. Construction included building a simulated flight deck made with high temperature resistant concrete to support F-35 training and operational squadrons. Atlas Surveying, Inc.’s scope of work included layout for clearing 25 acres, 36,000 CY of on-site cut to fill, 42,000 CY of off-site borrow fill, installing 30,000 tons of base course and 10,000 SY of asphalt paving. The existing airfield remained open throughout construction.
Atlas Surveying, Inc. was retained by Choate Construction Company to provide the survey control, construction staking, and certified as-built survey for the new 26,000 square foot clubhouse. Our field crews were required to coordinate with the general contractor and numerous subcontractors in order to deliver the completed project in time for the RGB Heritage Golf Tournament that is a Hilton Head tradition.
Atlas Surveying, Inc. has been retained repeatedly by Beaufort County and the airport design team to provide survey control, existing condition surveys, construction staking, and certified as-built surveys for a variety of projects on the airport property. Our field crews have the appropriate security clearances and experience to work in secured areas and they are very familiar with the staff and contractors that work at the airport. We have provided survey services to Talbert Bright & Ellington Engineers, Ward Edwards Engineering, State Tree Service on the Runway 3 Obstruction Removal Project, to AllCare Tree Service on the Runway 21 Obstruction Removal Project, and to Quality Enterprises on the Taxiway A relocation, Runway 3 extension, the Runway 21 extension and the Taxiway F relocation projects.
The Reed Group, developers of the Hampton Lake Community in Bluffton, SC were having problems with siltation in portions of the manmade lake that provides this community with a unique outdoor recreation amenity. Initially they hired Atlas Surveying, Inc. to prepare a bathymetric survey of the channel which passes under Lake Bluff Drive. They also hired Atlas Surveying, Inc. to complete a bathymetric survey of an additional 9 acres of the lake. This allowed them to identify exactly where siltation had occurred which could them be addressed by dredging.
Godley Park is a multi-phase traditional family neighborhood featuring sidewalks, municipal water, sewer and underground utilities, abundant recreational facilities, and other amenities. Atlas Surveying, Inc. provided DR Horton with existing condition surveying services and later provided construction layout and utility as-built plans under contract to Eagle Excavating Atlantic, LLC for this Thomas & Hutton designed community.
Atlas Surveying, Inc. currently serves as the Project Surveyor for the right-of-way and topographic survey of approximately 3,600 linear feet of Pappy’s Landing Road from the Mungen River to Beach Road on Daufuskie Island under contract to Beaufort County. The survey researched all abutting properties, located all monumentations, the existing roadway which is partially paved and partially dirt, all storm drainage, utilities, and side slopes. The right-of-way was determined to be approximately 40 feet in width and the county plans to negotiate with abutting landowners to provide a consistent 50 foot width.
Atlas Surveying, Inc. provided surveying services for the first phase of construction for the John Paul II Catholic School; the newest Catholic school in the Diocese of South Carolina, located in Okatie, SC. The school which will eventually house 500 students grades 7 through 12. The Ward Edwards designed project sits on a 13-acre site, and features a 20,000 SF building pad, athletic fields, 10,000 SY of asphalt paving, and a sanitary sewer pump station.
Atlas Surveying, Inc. currently serves as the Project Surveyor for the wetland and OCRM critical line survey of approximately 6,000 linear feet of US Highway 278 (William Hilton Parkway) for the length of Jenkins Island under contract to HDR Engineering for Beaufort County. The study will evaluate potential improvements along US Highway 278 that will improve safety and access to abutting developments including Windmill Harbor and the Hilton Head RV Resort & Marina.
The Town of Hilton Head contracted Cleland Site Prep to serve as their on-call maintenance contractor. Cleland Site Prep hired Atlas Surveying, Inc. to fulfill their surveying needs. Projects varied in size, scope, and location; most involved repairing failed pipes, cleaning and re-grading ditches, deepening and dredging detention ponds, and correcting other drainage related issues. The choice to subcontract work out to on-call contractors saved the Town both time and money by avoiding the need for specialized employees and equipment, and by eliminating the costly bidding process for each individual job.
Atlas Surveying, Inc. was the Project Surveyor for the as-built and right-of-way survey of approximately 3,600 linear feet of the latest phase of the Bluffton Parkway from Buck Island Road to Simmonsville Road under contract to Beaufort County. The survey researched all abutting properties, located all monumentations, the existing roadway which is defined by curb and gutter including the continuous raised median that runs the full length of this segment of roadway.
The City of Beaufort chose Cleland Site Prep and Atlas Surveying, Inc. to improve the streetscape of a historic Northwest Quadrant road. Carolina Engineering of Lady's Island designed the project which replaced the existing paving, sidewalk, and drainage system between Bladen Street and Harrington Street.
Atlas Surveying, Inc. serves as the Project Surveyor for the Spanish Moss Trail Project. The Spanish Moss Trail (SMT) is a rails-to-trail greenway project owned by Beaufort County, SC and located in the heart of Northern Beaufort County. In November 2009, Beaufort-Jasper Water & Sewer Authority (BJWSA) acquired the right-of-way for the historic Magnolia Rail Line to use as a utility corridor. In January 2011, they granted a surface easement to Beaufort County to develop 13.6 miles of corridor as a recreational trail.
Today, four phases of the Trail (7 miles) are open for public enjoyment connecting the City of Beaufort and the Town of Port Royal. The fifth phase (.5 miles) is located in the Town of Port Royal and pending permitting and fundraising success, has plans to bring the community a connected 8-mile Trail by early 2016. When all phases are complete, the Spanish Moss Trail will connect the towns of Port Royal, Beaufort, Burton, and Grays Hill to the Whale Branch Pier.
Atlas Surveying, Inc. completed the topographic survey of a portion of Robertson Boulevard between North Jeffries Boulevard and Highway 17. The survey located the existing roadway edge of pavement, the right-of-way, storm drainage, utilities, and all side slopes for the engineering design of a new sewer main to service industrial development surrounding the Lowcountry Regional Airport.
Atlas Surveying, Inc. completed the tree and topographic survey of approximately 20 acres behind the county athletic complex on Buckwalter Parkway under contract to Beaufort County. The survey located the existing dirt roadway which cut through the property, all storm drainage, utilities, and all trees over 8-inches in diameter for the engineering design of three new soccer fields. The fields are currently under construction and Atlas Surveying, Inc. is providing construction staking services under contract to the general contractor.
